Construction Cost Overruns on Multi-Site Programs: Why They Happen and How to Stop Them

Construction cost overruns on multi-site construction programs almost never begin as budget problems. They begin as planning gaps that repeat at every location, which is why one missed detail on site one shows up as a line item on sites two through ten.

Why Construction Cost Overruns Multiply Across Multi-Site Construction Programs

A single building carries a single budget. A rollout program carries one budget stretched across every location, and the money moves between sites. When location three absorbs an extra eight weeks of general conditions, that money comes out of the contingency that was supposed to cover locations four through nine.

The scale of the exposure is well documented. McKinsey’s research on large capital projects found that 98 percent of megaprojects suffer cost overruns of more than 30 percent, and 77 percent finish at least 40 percent late. Those numbers describe what happens when a project team treats every cost event as an isolated surprise instead of a pattern worth fixing.

Multi-site work punishes that approach harder than single-site work does. Construction cost overruns on a rollout are rarely one large failure. They are the same small failure, priced nine more times.

Five Causes of Construction Cost Overruns in Commercial Construction Management

Every program has its own site conditions, but the causes of construction cost overruns repeat across project types with unusual consistency. Sound commercial construction management starts by naming them, because a cause you can name is a cause you can build a process around.

1. Scope Creep That Never Gets Priced

Scope grows on almost every commercial build. The owner adds a drive-thru lane, the operations team upgrades a kitchen package, a landlord requires a facade change. None of that causes construction cost overruns on its own. The damage happens when the additions get built before anyone prices them, tracks them, or checks whether the same addition is about to be repeated at the next eight sites.

2. Schedule Drift Across a Shared Construction Project Timeline

On a rollout, sites share crews, superintendents, and long-lead equipment orders. A two-week slip at one location pushes the crew start date at the next one, and the construction project timeline compresses at the back end where compression is most expensive. Teams then buy the schedule back with overtime, expedited freight, and second-shift labor, and the program pays for the same delay twice.

3. Subcontractor Fragmentation Across State Lines

Programs that cross state lines often end up with a different subcontractor roster in every market. Each roster brings its own pricing, its own quality baseline, and its own interpretation of the same set of drawings. Harris United builds across Oklahoma, Arkansas, and Texas and manages those relationships as one program rather than three separate bidding exercises, which keeps pricing and performance consistent from market to market.

4. Late Material and Equipment Procurement

Long-lead equipment drives the critical path on most c-store and travel stop programs, and it is usually the first thing a compressed preconstruction schedule skips. When procurement starts after the drawings are final instead of alongside them, the program absorbs premium pricing, expedited shipping, and crews standing by for delivery. Late procurement produces some of the most avoidable construction cost overruns in commercial work.

5. Change Orders in Construction That Nobody Traced Back to a Cause

Change orders in construction are a symptom, not a root cause. Most trace back to a coordination gap that was visible in the documents months earlier, and the single largest source is mechanical, electrical, and plumbing conflict. Harris United handles mechanical, electrical, and plumbing work in-house, which moves those conflicts out of the field and into drawing review where they cost a fraction as much to solve.

What Disciplined Construction Project Planning Changes at the Program Level

Construction project planning is the only phase where a cost problem is still cheap to fix. Managed site by site, a scope change gets priced after the work is already built and then repeats at the next location. Managed as a program, that same change gets priced once during preconstruction and applied to the full prototype before it ever reaches the field.

Every other cost driver splits the same way. Schedule slips absorbed with overtime at one location become a rebalanced crew and delivery calendar across all sites. Subcontractor pricing rebid market by market becomes one consistent number across Oklahoma, Arkansas, and Texas. Equipment ordered after drawings are final becomes equipment released alongside design development. MEP conflicts found in the field as change orders become conflicts closed out in drawing review by an in-house team.

Programs that hold that discipline are the exception, not the rule. KPMG’s Global Construction Survey found that only 31 percent of owners saw their projects finish within 10 percent of the budgeted cost. The other 69 percent are describing a planning failure, not a market condition.

See how Harris United plans and delivers multi-site programs as one coordinated build instead of a series of disconnected jobs.

How Harris United Brings Construction Project Management Discipline to Every Site

Harris United operates as a full service general contractor from groundbreaking to building completion, which means one team owns the budget from the first estimate to the final walkthrough. Construction project management stays with the same people across every location in a program, so the lesson learned at site one becomes the standing procedure at site two.

Three parts of that model do the most work against construction cost overruns. The MEP scope stays in-house, so routing and capacity conflicts surface during drawing review. The on-site team anticipates what subcontractors and owners need before it becomes a stop-work question. And the preconstruction phase carries real procurement and sequencing decisions rather than a set of assumptions the field has to correct later.

That model is built on 25 years of delivering commercial work on time and on budget across three states, with safety, environmental responsibility, and customer satisfaction treated as project requirements rather than afterthoughts. The record behind it is visible in our completed commercial projects, including QSR rollouts where opening dates leave no room for a rebuilt schedule.

Frequently Asked Questions About Construction Cost Overruns

What is the most common cause of construction cost overruns on commercial projects? Incomplete coordination during preconstruction causes more overruns than any other single factor. Most cost events that appear in the field were visible in the drawings first, particularly conflicts between mechanical, electrical, plumbing, and structural scopes. Resolving them during drawing review costs a fraction of resolving them after installation begins.

How are cost overruns different on a multi-site program than on a single build? On a single build, a cost problem stays inside one budget. On a multi-site program, the same problem repeats at every location that follows and draws down the contingency meant to protect the entire rollout. That compounding effect is why program-level planning matters more than any individual site’s buffer.

How much do commercial construction projects typically go over budget? McKinsey research on large projects found budgets exceeded by up to 80 percent and schedules running about 20 percent long. KPMG’s survey of construction owners found that only 31 percent of projects finished within 10 percent of the original budget. Results vary widely by project type and delivery method.

Can change orders in construction be eliminated completely? No project eliminates change orders entirely, because site conditions and owner requirements shift during construction. The realistic goal is removing the preventable categories, which are the conflicts a coordinated drawing review would have caught. Harris United reduces those by keeping mechanical, electrical, and plumbing coordination in-house rather than routing it through separate subcontractors.

Build United With a Contractor That Protects the Whole Program

Construction cost overruns on multi-site programs are a planning outcome, and planning is something you choose a partner for. Harris United brings 25 years of experience, in-house MEP capability, and consistent project leadership to every location in a rollout across Oklahoma, Arkansas, and Texas, with Experience, Quality, and Integrity guiding each build.
