How Proactive Commercial Construction Planning Prevents Change Orders

Change orders are so common in commercial construction that most operators have come to treat them as an unavoidable cost of doing business, as a line item to budget for rather than a problem to solve. The truth that experienced project teams know and that owners rarely hear early enough is that the overwhelming majority of change orders don’t originate on the job site. Instead, they originate in the planning process, weeks or months before a single shovel hits the ground. Strong commercial construction planning helps change orders entirely.

The Most Common Reasons Change Orders Occur

Understanding why change orders happen is the first step toward building a commercial construction project planning process that prevents them. The causes are well-documented across the industry, and they follow consistent patterns regardless of project type or geography.

Incomplete or underdeveloped drawings

Incomplete construction drawings are the single most prolific source of change orders in commercial construction. When the design documents don’t fully resolve the details of how a building is supposed to come together, those gaps get discovered by the crew that encounters them in the field, at which point resolving them requires stopping work, generating documentation, getting approvals, and in many cases redoing work that was already completed.

Unclear or incomplete specifications

When specifications are vague or internally inconsistent, the contractor is forced to make judgment calls in the field, and judgment calls become change orders when the owner’s expectations don’t match the contractor’s interpretation. This is particularly common in multi-site construction programs where the specifications were written for an earlier prototype and haven’t been fully updated to reflect current brand standards, code requirements, or product availability. A commercial construction planning process that includes a thorough specification review before documents are finalized is one of the most effective ways to prevent change orders.

Construction coordination gaps

Construction coordination failures are responsible for a significant share of the change orders on any complex commercial build. A mechanical duct that runs through a structural beam. An electrical panel located where the millwork was specified to go. A plumbing rough-in that conflicts with the foundation drainage design. The challenge is that construction coordination across disciplines requires a level of integration between the design team and the construction team that has to be built into the project structure from the beginning.

Late approvals and owner decisions

Some change orders originate not in the drawings or the field but in the decision-making process itself. When owner approvals for things like material selections, finish choices, equipment specifications, or scope additions arrive after the construction schedule has already been set, the project team is forced to either wait or proceed with assumptions. A commercial construction project planning process that maps every required owner decision to the schedule milestone it affects eliminates this category of change order almost entirely.

Why Change Orders Are a Pre-Construction Failure

The framing that change orders are a construction problem is one of the most costly misconceptions in the industry, because it directs attention and resources to the wrong phase of the project. By the time a change order is generated, the failure that caused it has already happened. Addressing change orders at the construction phase means managing the symptoms of a planning failure rather than preventing it.

The operators and developers who consistently run projects with low change order rates are investing more heavily in pre-construction, building project teams with the right internal capabilities, and selecting contractors whose project management for construction projects is explicitly designed to surface and resolve problems before they reach the field.

That investment saves the schedule compression, the subcontractor conflicts, and the ownership friction that change orders almost always bring with them.

Strategies for Reducing Change Order Exposure Before You Break Ground

The good news for operators who have absorbed more change order costs than they should have is that most of the risk is addressable before construction starts. These are the highest-leverage pre-construction investments available to any owner entering a commercial build.

  • Invest in complete construction documents before issuing for bid. The temptation to accelerate the schedule by releasing incomplete drawings for bid is one of the most reliable ways to guarantee change orders. Every undefined detail is a future change order in waiting. A thorough constructability review before documents are issued for bid is one of the highest-return investments in commercial construction planning.
  • Build a unified coordination process that includes your MEP team from the start. The MEP team is responsible for the systems most likely to conflict with structural and architectural elements, and they need to be part of the coordination process from the earliest design stages. A contractor with in-house mechanical, electrical, and plumbing capabilities is faster, more reliable, and far less likely to produce gaps.
  • Establish a formal RFI and submittal process before construction begins. RFIs and submittals are the communication mechanisms that keep design intent aligned with field execution. A project management approach that establishes clear RFI response time requirements, submittal review schedules, and escalation paths before the project starts ensures that questions get answered before they become problems rather than after.
  • Map every owner decision to a schedule deadline. Work with your project team to identify every material selection, equipment specification, and scope decision that has to be made before a specific construction milestone, and assign a deadline to each one with enough lead time to incorporate the decision cleanly into the work.
  • Choose a contractor whose pre-construction process is as rigorous as their construction process. A general contractor for commercial work who treats pre-construction as a formality will consistently deliver projects with higher change order rates than one who has built a structured pre-construction program. Ask prospective contractors specifically how they identify coordination conflicts before construction and what their change order rate looks like on comparable projects. The answers will tell you quickly whether their commercial construction planning process is a genuine capability.

What the Right Contractor Brings to the Planning Process

A general contractor for commercial work who genuinely reduces change order exposure does it by treating pre-construction as a construction deliverable in its own right. That means a drawing review process that goes beyond checking for missing dimensions and actually tests whether the documents can be built as written. It also means a construction coordination process that brings every affected trade discipline into the same conversation before the first layout line is drawn on the slab.

What that looks like in practice for operators running multi-site construction programs is a contractor who brings the same pre-construction discipline to every location. The planning investments that reduce change order exposure on location one need to be systematized and repeatable so they deliver the same protection on location five and location ten. That requires a contractor with an institutional pre-construction process, not one that relies on individual project manager judgment to catch problems before they cost money.

Start Your Next Project With a Plan That Protects Your Budget

Harris United brings a structured commercial construction planning process to every project, providing construction coordination and in-house MEP capabilities that identify and resolve the issues that generate change orders before they ever reach the field. For operators who are tired of absorbing preventable costs on projects that should have gone smoother, we’re ready to talk about what better pre-construction planning looks like in practice.

Reach out to Harris United today and let’s build a plan that protects your budget from the ground up.
